Official solution
Let D(25,7),E(25,3),F(4,5) be the midpoints of BC,CA,AB. Then the vertices are
\[A = E+F-D = (4,1), \quad B = F+D-E = (4,9), \quad C = D+E-F = (1,5)\]
Side lengths: a=BC=32+42=5, b=CA=32+42=5, c=AB=02+82=8.
Incentre:
\[h = \frac{5(4)+5(4)+8(1)}{5+5+8} = \frac{48}{18}=\frac83, \qquad k = \frac{5(1)+5(9)+8(5)}{18}=\frac{90}{18}=5\]
\[3h+k = 3\cdot\frac83+5 = 8+5=13\]
